Serap Gonulal has 28 years of experience in and increasing responsibilities for insurance/reinsurance market development, regulation and supervision. Before joining the World Bank (in 2000) she worked in Turkish Treasury in the Insurance Regulatory and Supervisory Body dealing directly with regulating and supervising insurance, reinsurance companies as well as intermediaries. And she was the project coordinator and implementer for the standardization and the development of the Actuarial Profession in Turkey and set up of Turkish Catastrophic Insurance Pool in Turkey after the earthquake of 1999.

She has written numerous reports and papers on the subject of insurance regulation and supervision with the World Bank and currently working on promoting the Motor Third Party Liability Insurance, Risk Based Supervision, Solvency II, Banc assurance, Takaful/Islamic Insurance in developing countries and emerging economies. And she has conducted insurance assessment in many countries as part of the World Bank IMF Financial Sector Assessment Program (FSAP). And she used to represent Turkish Treasury (before 2000) and World Bank on a number of IAIS committees.

She has currently working on promoting and developing the Motor Third Party Liability Insurance, Risk Based Supervision, Solvency Modernization, Solvency II, Banc assurance, Islamic Insurance in developing countries and emerging economies.

She has written numerous reports and technical papers on the subject of insurance regulation during my years with the Bank and the Turkish Treasury. She is co-authored a book “Earthquake Insurance in Turkey” published by the World Bank Press, 2006. In 2008 she has contributed a book “Protecting the Poor-A micro insurance compendium” published CGAP and ILO. In 2009, she wrote a couple of chapters and edited book on Motor Third Party Liability and have it published on July, 2009.
